TECHNICAL FINANCIAL ADVICE TO SOCIAL IMPACT BOND

Luton Borough Council wishes to appoint a sub-contractor to provide technical support and advice services for the next stage of its application for a Full Award to the Commissioning Better Outcomes Fund. Successful at the Expression of Interest stage, we are now seeking to appoint a technical partner for this next stage to become part of an integrated SIB team and, acting as part of an “Intelligent Client” to provide financial technical advice in the design of our SIB specification and in working with the investment market and with financers/commissioners to stimulate and evaluate proposals from SIB partners in order to be able to complete a Full Award application by June 2016 and to support the onward delivery of a successful outcome.
